Washington DC -19.4% <br />3. San Francisco -18% <br />4. Jersey City -17.3% <br />5. Boston -16.3% <br />6. Philadelphia -12.6% <br />7. Long Beach -10.1% <br />8. Baltimore -9.5% <br />9. Chicago -8.2% <br />10.
